What is the best computer program to use for creating videos with flash, video, audio, and DVD?

I am doing History Fair this year and I want to create a documentary using text, pictures from online, and videos of interviews I took earlier. What would be the best computer program for that type of thing? What is the best computer program to use for creating videos with flash, video, audio, and DVD?
Adobe After Effects seams the only one that can handle what you want to do provided you do want to do something that looks decent.

Depending on the interactivity you wish to provide you can also use Adobe Flash but you need to encode the video in Flash Video.

The freebie solution would be using Microsoft Movie Maker that comes with Windows ME, XP and 2000. A lot of my friends use it to make semi-decent videos with pics, video clips, text and music.
